Our Story

//

Blomquist Hale has been making a difference in the community since 1986. Dave Blomquist and Brent Hale started Blomquist Hale with the intention of helping individuals and families discover proven and lasting solutions when dealing with life issues, resulting in healthier and happier lifestyles. By developing meaningful relationships with hundreds of organizations across the state of Utah and nationwide, Blomquist Hale has been able to impact individuals across the country. We provide confidential therapy at no cost to employees and have removed barriers allowing therapy to be easily accessible. In doing this, Blomquist Hale has found a way to not only help the individual seeking therapy, but also help companies accomplish their mission and vision. We are proud to be partnered with more than three hundred companies, and have been making a difference at organizations such as University of Utah, Utah Transit Authority, Salt Lake County School District, Unified Police to name a few. Our team is dedicated to delivering a valuable service that makes a significant difference.

Check Out a Few of Blomquist Hale's Milestones

1988

Blomquist Hale Consulting (BHC) is Formed
In December 1988, Blomquist Hale Consulting was created! Excited to start this new journey, they leased new office space in their existing building in Ogden and opened an office at 414 South Highland Drive in Salt Lake.

1989

Blomquist Hale Consulting continued to use the intensive service mode of EAP.  Rather than limiting the number of free counseling sessions available within the EAP (as did other EAP’s), wherever the problem type was appropriate for brief, solution-focused therapy, there was no specific limit on the number of sessions provided within BHC.  Using this model, we successfully addressed 90% of the cases within the free EAP without the need to refer them into insurance reimbursed therapy where copays and deductibles were required.  By the end of the year, Blomquist Hale was offering services to 30 organizations.

1990 – 1992

The Creation of Direct-Care EAP – Our Managed Care Service
From 1990 to 1992, BHC added 47 new client organizations to our client list. During this time, we also picked up three additional city organizations which has eventually led to contracts with over 77 cities and counties.

A study following the first year of services with BHC demonstrated that employees who accessed behavioral healthcare services initially through Blomquist Hale had dramatically lower insurance claims than those who went around our services to get help.  On the basis of this information, BHC started our Direct-Care Managed Care service, where employees whose difficulties required a referral beyond our free counseling received enhanced insurance coverage with BHC’s help.

1993 – 1994

Dramatic Growth Continues
36 new client organizations were brought on during this time, including the Utah Department of Health. This relationship allowed us to begin generating the outcome data that eventually led to the contract to provide services State of Utah.

1995 – 1996

Creating Behavioral Health Strategies
During these two years, BHC contracted with a total of 43 new clients. All this growth necessitated additional clinical space, so we moved the Salt Lake office location to 860 East 4500 South Suit 202.

In 1996, Blomquist Hale partnered with University of Utah’s Neuropsychiatric Institute in the creation of Behavioral Health Strategies (BHS).  BHS was a jointly owned company devoted to carving out the behavioral health treatment costs of client organizations.  Together they created what was arguably the best behavioral health treatment system in the nation.

1997 – 1999

Over the next three years, BHC signed contracts to provide EAP, Direct-Care EAP, or BHS carveout services to 45 new client organizations.

2000 – 2002

Turn of The Century – BHC Has Been in Business For 13 Years
Over the next three years, BHC signed contracts with 27 new client organizations.

2003 – 2005

BHS Continues to Expand
During this three-year period of time, we started 67 new organizations.  The most notable new client during this period was the University of Utah (lower campus) in June of 2004.  We also created an innovative service that was a solution-focused counseling on a case-rate contract to distressed individuals covered under their disability insurance plans.  We also contracted with PEHP (Public Employees Health Plans) to provide the same help for participants in their weight loss programs.

2006 – 2008

The Life Assistant Program For All Employees of The State of Utah
In July 2006, Blomquist Hale Consulting inaugurated the Life Assistant program for all employees and familiy members of the State of Utah. PEHP ran a study on the cost saving impact of individuals who accessed our preventive services.  Using data from the six departments of state government that were currently our clients, their actuaries found that the global health claim costs for individuals who accessed BHC averaged $1036.00 lower the twelve months following BHC help than in the twelve months prior receiving our help.

53 new contracted organizations were acquired during this three year period. In 2008, the University of Utah and Blomquist Hale Consulting formed a new company called Orriant.  Orriant was an accountability-based health coaching company that was designed to help individuals change their health-related lifestyles.

2009 – 2011

Canyon School District, Harmons, Weber State University

During this three-year period, BHC continued to experience rapid growth.  48 new contracts were acquired. We opened the Farmington Office in 2009 to service our growing block of business in Davis County.
